I. Target Applicants

Master's degree candidates & doctoral degree candidates.

Master's programs: 1, 2, or 3 years;  Doctoral programs: 3 or 4 years.

English-taught programs.

II. Supporting categories

1. MOFCOM Scholarship-University Program：33 designated universities and 40 programs(39 master's and 1 doctoral).

2. MOFCOM Scholarship-CSC Program：26 designated universities and over 500 majors, covering sciences, engineering applications, environmental protection, agriculture & fisheries, economics & trade, culture and health, energy and transportation, and public administration.

III. Funding Coverage

1. Tuition and other academic fees.

2. On-campus accommodation.

3. Living stipend and resettlement allowance.

4. Medical insurance.

5. Round-trip international airfare.

6. Full scholarship for those who meet academic performance requirements.

7. Other expenses.

8. Students who extend their studies for personal reasons will not receive continued funding.

IV. Eligibility Criteria

1. Citizen of Samoa, and under the age of 45 (born after September 1, 1981);

2. Physically and mentally healthy;

3. With at least three years' working experience, and be a bachelor's degree holder when applying for a master's program; be a master's degree holder when applying for a doctoral program;

4. Be public officials at division level and above (or corresponding level) in government sectors, or senior management staff of organizations and enterprises, or academic backbones of universities and research institutions;

5. Be neither  studying  in  China  nor  being  admitted  to  other  scholarship  programs provided by the Chinese government.

V. Application Procedures

1. Contact Samoa Public Service Commission (PSC) to register your interest before May 1, 2026.

2. The Embassy will organize an information session on the application process.

3. Submit application materials online and offline (hard copy as required) in late May.
